Pat Arculus has lived in West Sussex for 33 years and is married to Brian with 2 grown up children.

Pat says "I have worked actively in the voluntary sector locally and for the past 8 years dedicated my efforts to the County having previously worked in IT and business administration.

Since being elected in 2001 to represent the Pulborough division, I served as a policy adviser on Social Services and Education before being appointed to the Cabinet, initially as Cabinet Member for Education in 2003 followed in 2005 with a move to Adults’ Services. A Cabinet reorganisation in 2008 brought me back to the challenging role with young people as Cabinet Member for Children and Young People’s Services. With the recent focus on social care for the young with high profile cases involving child abuse in the home, this is a demanding but very fulfilling role.

I also chair the West Sussex Childrens’ Trust and the Chanctonbury County Local Committee, as well as sitting on a number of children related committees such as the Duke of Edinburgh Award Committee, and The Rural Mobile Youth Trust.

I have been a long standing member of the Conservative Party and was Treasurer of the Arundel and South Downs Conservative Association for four years. Family values are very important to me together with a belief in local democracy delivering good value services for our residents, as well as protecting our beautiful county for the future.''

First elected in 2001, Lionel's division includes the villages of Henfield, Partridge Green, West Grinstead, Dial Post, Cowfold and Shermanbury. Lionel is a published author of illustrated books and short stories and has been a freelance journalist. Until 2006 he and his wife ran a mail order book business, but he now devotes his time to council business. Married to Ann, they have one son, Sean. Lionel is long term member and current chairman of Henfield Conservatives and a founding member of Arundel & South Downs Conservative Association.


His hobbies include computing, reading American crime novels, a favourite is Robert B Parker, and visiting his son, who now lives in Michigan, USA. A member of the Cabinet since 2002, Lionel says that playing a part as a Member who has business experience makes an interesting way of viewing things and serving the community. A firm believer in less control of central government and the fact that Conservatives cost you less, he believes in the role that County Councils play in shaping the lives of residents, and that regional government quangos have no place in our lives. Since October 2007 he has been the Deputy Leader of the Council.''

Mick Hodgson's family have lived in Warnham for over 100 years and have been involved in farming and the countryside throughout this period. In 1983 he succeeded his father on Warnham Parish Council, which he had served for 50 years. Mick is a former Chairman of the Parish. Formerly a Chartered Surveyor specialising in advising the pension funds of WH Smith, FW Woolworth and Novartis on property investment, he now runs a property investment company.


He sits on the County Council's Policy & Resources Select Committee and Rights of Way Committee. He chairs the Planning Committee. Mick is particularly concerned about the urbanisation of our villages and his special interest is country pursuits. He is a Governor of Collyers Sixth Form College in Horsham. Married to Gytha, with three children, his hobbies are gardening, sailing, skiing and tennis.

Amanda has lived in West Sussex most of her life and went to school locally. She is married with 3 children in their twenties. Her husband commutes daily to his business in London.

Amanda says "During my twenties I worked in London but on the birth of our first child in 1981, we moved to Shipley becoming involved in local activities, which continued after our move in 1988 to Coneyhurst.

Over the years my voluntary work activities have included Shipley Parish Council from 1986 to 1993 (Chairman for 3 years), Andrew Hall Management Committee (Village Hall) from 1984, Chairman from 1990 Shipley CE Primary School (Governor for 4 years until 1995), St Catherine’s Hospice (collection co-ordinator until 1996), Shipley and Coolham Conservative Association, St Mary’s Church, Shipley (member of Parochial Church Council from 1994), Event co-ordinator for Jubilee Celebrations 2002, Poppy Seller British Legion Coolham area, Shipley and Coolham Senior Club – helper/driver.

From 1981 to 1995, I ran a business hiring out children’s equipment for parties. In 1996 I returned to work part-time as the Area Manager for Independent Age, a national charity that helps older people on low incomes. I am responsible for over 500 beneficiaries and 71 volunteers in West Sussex and Surrey and as such have contact with Social Services and other agencies involved with older people.

I have long been interested in local affairs and have always enjoyed being involved in the community.''

Brad Watson

Brad is currently the Cabinet Member for Communications, responsible for Libraries and Help Points; communications and public relations; marketing and European matters. He represents Nuthurst & Southwater, which covers the 3 Parishes of Southwater, Nuthurst & Lower Beeding, and stretches from Christs Hospital in the west to the outskirts of Handcross in the east.


From 1974 to 1991, Brad Watson was a Horsham Neighbourhood and District Councillor. During that time he chaired the Policy and Resources, the Horsham Town Centre Redevelopment, and the Area Planning Committees. He became Chairman of the Council in 1983. He was also the West Sussex Districts representative to the Association of District Councils (ADC) from 1983 to 1991 and was the Vice Chairman of the ADC from 1989 till 1991. His special interests were Planning, Policy and Finance. He has lived, worked and been involved in the affairs of Horsham since 1960. In 1995, he was awarded the OBE for Public and Political Service.

He and his wife Lin are now retired from running their businesses. They have three daughters and three grandchildren. In his spare time Brad enjoys classic cars, boating, history and travel.

Brad chairs the North Horsham County Local Committee. He represents the council on a number of outside bodies including the County Councils Network; Local Government Association; Southern England Local Partnership (part of the SE of England Brussels Office); Joint European Committee; Assembly of European Regions and Channel Arc Manche Assembly (of which he is currently President).

Frank Wilkinson is Manchester born but has lived in West Sussex for over fifty years. Married to Ros, with three adult children and five grandchildren, Frank is a great believer in family life and feels it is the core contributor to a decent law-abiding community - he hates political correctness and injustice.

He says "I have been involved in local government and the community nearly all of my married life and was in Rotary for almost thirty years. I have been a County Councillor for twelve years representing Storrington and have earned the reputation of getting stuck in and carrying out any promises I make, win or lose. You will always find me at one of the five Parish Council meetings that I represents come rain or shine - following up any concerns my constituents have - anything from youth to highway problems.

I am very much involved with Waste and Recycling at County Hall, being the lead member for taking forward the County's waste strategies, the latest being the new recycling facilities at Ford and the one billion pounds contract for the end disposal of our household waste at Warnham. I am also on the Health Overview Scrutiny Committee, the Shoreham Harbour regeneration steering group, the Littlehampton Harbour regenerating Committee and am the Deputy Cabinet Member for Strategic Planning with special responsibilities for waste & ecycling. My aim is to reduce landfilling to zero!"

Peter has worked for nearly 40 years in the public and private sector of the health services and has a number of appointments in health regulation.

Peter says "I have been an active member of the Holbrook community in North Horsham for over 25 years and I believe strongly that resolving local issues is my top priority. If you represent an area you must know it at first-hand. By living there you can understand what people are worried about, take on their concerns with your local knowledge and find a resolution. I have earned a reputation for getting things done and representing all resident’s interests vigorously. I have campaigned against a series of mobile phone masts being sited inappropriately in the area, achieved improvements in road surfacing and parking for residents, ensured continuity of school bus services and taken action to reduce HGVs from the local roads. I am aiming to get North Heath Lane resurfaced in 2010. I am married with two children who both attend Millais School, where I am a school governor.

Since becoming a County Councillor I have worked hard with my county cabinet colleagues to generate efficiency savings to keep council tax as low as possible, despite the lowest government grant for West Sussex over the last four years.

I have filled two deputy cabinet member roles, first for strategic planning with special responsibility for waste management and currently for education and schools. I am a member of the Policy and Resources and Adult Services Scrutiny Committee, as well as Vice Chairman of the Health Overview and Scrutiny committee, particularly critiquing the recent health review of services in the North East part of the county. I continue campaigning with Francis Maude and Henry Smith to secure a new hospital in the area.''
